Aadhaar data is fully safe: UIDAI

Government agencies reiterate that Aadhaar data has not been breached, and all data is safe.

The Unique Identification Authority of India (UIDAI) said on Monday that Aadhaar data is completely safe and secure. Aadhaar number, it said, is not a secret number and it is to be shared with authorized agencies if one wishes to avail a certain service or benefit of government welfare schemes or other services.
“Aadhaar data is fully safe and secure and there has been no data leak or breach at UIDAI,” the authority said in response to a report based on RTI that 210 government website made Aadhaar information public. “There was no breach or leakage of Aadhaar data from UIDAI database or server…,” it said in a statement.
The UIDAI had said in the RTI reply that it “found that approximately 210 websites of central government, state government departments including educational institutes were displaying the list of beneficiaries along with their name, address, other details and Aadhaar numbers for information of general public”.
UIDAI said the data which was placed in the public domain as a measure of proactive disclosure under the RTI Act by the government and institutional websites included beneficiaries’ name, address, bank account and other details including Aadhaar number. It was collected from the third party and users for various welfare schemes.
The authority said it acted promptly on the report, and both the UIDAI and ministry of electronics and IT directed the government departments and the ministries concerned to immediately remove the data from their websites and ensure that such violation does not occur in the future.
“Certain other measures were also taken at various levels to ensure that such incidents of display of Aadhaar numbers do not take place. Following UIDAI’s action such data were removed from these websites immediately,” the statement said.

210 government websites had made Aadhaar details public: UIDAI

More than 200 central and state government websites publicly displayed details such as names and addresses of some Aadhaar beneficiaries, the Unique Identification Authority of India has said. The Aadhaar issuing body added, in response to an RTI query, that it took note of the breach and got the data removed from those websites. It did not specify when the breach took place. It said Aadhaar details have never been made public from/by UIDAI.
“However, it was found that approximately 210 websites of central government, state government departments including educational institutes were displaying the list of beneficiaries along with their name, address, other details and Aadhaar numbers for information of general public,” it said.
The UIDAI took note and got the Aadhaar data removed from the said websites, it said in reply to the RTI application. UIDAI issues Aadhaar — a 12-digit unique identification number — which acts as a proof of identity and address anywhere in the country. The central government is in the process of making Aadhaar mandatory for people to avail benefits of various social service schemes.
“UIDAI has a well-designed, multi-layer approach robust security system in place and the same is being constantly upgraded to maintain the highest level of data security and integrity,” the RTI reply said. The architecture of the Aadhaar ecosystem has been designed to ensure data security and privacy which is an integral part of the system from the initial design to the final stage, it said. 
“Various policies and procedures have been defined, these are reviewed and updated continually thereby appropriately controlling and monitoring any movement of people, material, and data in and out of UIDAI premises, particularly the data centres,” the UIDAI said.
It said security audits are conducted on a regular basis to further strengthen security and privacy of data. Besides this, all possible steps are taken to make the data safer and protected, the authority said.

Your residential address to soon turn into 6-character digital code: Report

Your postal address will soon shrink into a six-character alphanumeric digital address.

After changing the currency situation in India, the government is now looking at ways to change the postal address of your house or office. The department of post, which falls under the ministry of communications, is working on a project with mapping service, MapmyIndia, to give e-locations or eLoc for every property for three postal pin code locations in the country.
The eLoc will shorten an address into a combination of six character alphanumeric code. For example, if your address goes like Block B, house number 42, Sector-18, Noida, the eLoc for this will be something like UV42B7. This code can be used on your visiting card, website, or through any other means, parallelly to the existing address. With this code, one can reach you using the precise directions through MapmyIndia, so you no longer have to get on repeated calls with the taxi driver to explain endlessly to take a right and not left.
Now what makes this arrangement tricky is that the eLoc can provide possibilities of linking the address to other information such as property title and ownership, property tax records, information on utilities like electricity, water, and gas; essentially all the aspects which are linked via Aadhaar, ET reports.
The project is currently approved for two postal pin codes in Delhi, and one in Noida. Now, based on the analysis, it is likely to be expanded to other codes as well. “The results of the proof of concept may be utilized by the department towards developing a digital address format that would suit the purpose for a national-level project rollout,” says a letter signed by additional director-general (mail operations) Abhishek Kumar Singh and sent to MapmyIndia on September 27. 
The e-linkage of the address is aimed at easing up the complex address while also providing the option to link it to other amenities and services. MapmyIndia MD Rakesh Verma is quoted as saying in the report as, “eLoc will help travelers and commuters search, share and navigate to a destination’s exact doorstep far more easily and quickly. It will also reduce time, money, fuel wastage and expenses for businesses in the e-commerce, transportation, logistics and field operations domains”.
The objective of the project is to demonstrate the effectiveness of a digital addressing system. With a trove of information linked to an individual’s residential or work address, there is a possibility of misuse. However, the department said the “data or reports, or any other documents generated/created in any electronic or physical form, during the course of the proof of concept”, shall remain with the department, restricting its use for any commercial purpose. 
Although only three postal codes have been identified for digital addresses, there as millions of addresses within the ambit. The postal department will be assisting in the mapping and linking process. It will share the data on maps, verification of the information related to mapping of physical address with the digital addresses and facilitating interactions with their ground staff. Meanwhile, MapmyIndia claimed that it already has an exhaustive digital address database that includes over 2 crore eLocs of individuals, businesses and government set-ups. In addition to the postal department and MapmyIndia, ISRO will also be using its national satellite imagery service ‘Bhuvan’ to provide effective mapping coordinates for the project.

Will not cut mobile connection over Aadhaar: Department of Telecom

The telecom department (DoT) looks to finalize the new telecom policy by February and would release its draft by December-end for public comments, Union minister Manoj Sinha said.
“We are trying to bring new telecom policy by February. For this the working group has started the process. We expect high level committee working on it to finalise draft by end of December and place it for public comments,” the Communications Minister told reporters.
He said the government expects to complete the first phase of BharatNet project to connect 1 lakh village panchayats to high-speed broadband by the end of November. “Over 75,000-gram panchayats (GPs) are ready with broadband services and all 1 lakh panchayats will be ready for broadband services by end of this month. Every month we are installing equipment in 8,000-9,000 panchayats. The whole project has been executed using domestically developed equipment,” Sinha said.
The minister said that the government is considering various models for rolling out the second phase of the BharatNet project that will cover the remaining 1.5 lakh GPs involving laying of 2.63 lakh kilometres of optical fibres.  He said that BharatNet project will lead to the generation of at least 5 lakh jobs once it is rolled out in all panchayats. “Airtel has shown interest in 10,000 GPs for taking 1 Gbps connectivity on lease while Reliance Jio, Vodafone and Idea are interested in taking 100 Mbps connectivity on lease in about 30,000, 2,000 and 1,000 GPs respectively,” Sinha said.
The government will charge low rate to telecom operators for providing broadband service under the BharatNet project. The annual charges will vary from Rs. 700 per megabit per second (Mbps) broadband connection for up to 10 Mbps and Rs. 200 per Mbps for 1 Gbps for asymmetrical bandwidth (different download and upload speeds) for services between block to GPs. However, for symmetrical bandwidth between block to GP, the telecom ministry will charge Rs. 1,000 per Mbps up to 10mbps, and Rs. 500 per Mbps for 100mbps per annum. 
There will be no limit on the quantum of data used or the number of connections that telecom operators can sell using BharatNet infrastructure, an official said. Governments of Chhattisgarh, Gujarat, Andhra Pradesh, Maharashtra, Tamil Nadu and Telangana had submitted their own models for rolling out broadband networks in the states which the minister said has been approved by the telecom commission. The government will provide total fund of Rs. 10,740 crore to these states for the project.
“We will sign memorandums of understanding with all the states which have submitted their detailed project report in 10 days,” Sinha said. 
BSNL has been given the task to roll out BharatNet project in Assam, Haryana, Madhya Pradesh, Rajasthan, Uttar Pradesh, West Bengal, Jammu and Kashmir and Sikkim. Power Grid has been awarded Himachal Pradesh, Odisha and Uttarakhand. The minister said the Department of Telecom will also issue approvals to BSNL for rolling out telecom network in North East before November 15. BSNL has selected Vihaan Networks and Himachal Futuristic Communications for rolling out the project. Talking about linking Aadhaar with a mobile phone number for verification, DoT Secretary Aruna Sundararajan said the government will not disconnect mobile connections of people who do not have the UIDAI number.
She said the department is waiting for the Supreme Court judgement on Aadhaar issue to decide on the action to be taken in cases where people have Aadhaar but do not want to link it with their mobile number. “We are also working on alternatives for people who are abroad (to help them link their mobile number with Aadhaar),” Sundararajan said.

Deadline to link Aadhaar with schemes extended till March 31, 2018: Centre to SC

The deadline for mandatory linking of Aadhaar to avail benefits of various government schemes would be extended till March 31 next year, the Centre told the Supreme Court. It told a bench headed by Chief Justice Dipak Misra that the deadline for Aadhaar linking to avail benefits of the schemes was to end in December and it has now been decided to extend it till March 31, 2018.
“We have decided to extend it till March 31, 2018,” Attorney General K K Venugopal told the bench, which also comprised Justices A M Khanwilkar and D Y Chandrachud.
The counsel appearing for petitioners, who have challenged the government’s move to make Aadhaar mandatory for these schemes, raised the issue of the mandatory linking of Unique Identification Authority of India (UIDAI) number with bank accounts and mobile numbers.
Senior advocate Shyam Divan, appearing for petitioners, said the main Aadhaar matter should be heard soon, as though the government has decided to extend the deadline till March 31 next year, it has not said that no action would be taken against those who do not want to link their Aadhaar with either bank accounts or mobile numbers. 
“Final hearing of the matter is necessary. They can make a statement that they will not take a course of action against those who don’t want to link Aadhaar,” Divan said.
When the Attorney General said that he wanted to take instructions on certain issues, the bench asked the Centre to mention the matter before it on Monday.

Government simplifies Aadhaar-based verification of existing SIMs

Telecom operators have been directed to offer facility for re-verification at the subscribers' doorstep.

The process of re-verification of existing mobile subscribers using Aadhaar is set to become simpler and more convenient, according to an official source. The government has initiated a series of measures, including allowing re-verification at subscribers’ doorstep and One Time Password (OTP) based authentication of existing users, to make the entire exercise easier for telecom subscribers.
Telecom operators have been directed to offer facility for re-verification at the subscribers’ doorstep for the convenience of those with disability, illness or old age, the source familiar with the development told PTI. Operators have been asked to put in place an online mechanism (through the website, and other means) for people to request for such service.
It has also enabled Aadhaar OTP (One time password) based authentication for re-verification of the existing mobile users. Telecom service providers have been instructed to initiate a scheme to use OTP based re-verification of mobile subscribers using SMS or IVRS or on their mobile app.
“This means that if one mobile number is registered in Aadhaar database, then the OTP method can be used for re-verification of that number as well as other mobile numbers owned by the subscriber,” the source pointed out.
Nearly 50 crore mobile numbers are already registered in Aadhaar database, and the OTP can be leveraged for re- verification in all of these cases, the source added. In case of agent-assisted biometric authentication for SIM re-verification or issuance, telcos have been asked to ensure that full e-KYC details of subscribers are not made visible to the agent. Nor should data be stored on the agent’s device, the source added.
In the current dispensation, e-KYC data of the subscriber including photograph is visible to the agent of the telecom operator. The slew of measures being undertaken are aimed at improving ease of re-verification and its success rate, the official added. The source pointed out that some residents, especially senior citizens, found it difficult to verify their identity using fingerprint-based Aadhaar authentication. Also, there were cases where residents – those bedridden, ill or physically challenged – were unable to visit the service points of telecom service providers. 
Telecom operators have also been directed to deploy iris devices at “appropriate number of service points” so subscribers have access to iris authentication “within a reasonable geographical distance”. This will be useful for people who face a problem with fingerprint authentication, owing to poor fingerprint quality, disability or old age, the source explained.
Aadhaar-based e-KYC is essential for subscribers going for new SIMs. Further, the government has asked mobile operators to re-verify existing prepaid and postpaid customers, with the help of the 12-digit unique identity number. The re-verification exercise is scheduled to be completed by early 2018.
The Indian telecom market with a subscriber base of over a billion is second-largest in the world after China.

Aadhaar helped government save $9 billion: Nandan Nilekani

The Indian government’s Aadhaar card scheme, which has enrolled more than 1 billion people, has helped the exchequer save about $9 billion by eliminating fraud in beneficiary lists, its architect Nandan Nilekani has said in Washington.
The system, launched by the previous UPA government, has been “enthusiastically” supported by the current government led by Prime Minister Narendra Modi, and Finance Minister Arun Jaitley, said the 62-year-old non-executive chairman of Infosys – India’s second largest software services firm.
It has really been a bipartisan thing, Nilekani said while participating in a World Bank panel discussion on Digital Economy for Development on Thursday. He said that it is easier for the developing countries to leapfrog by building a right digital infrastructure. Aadhaar now has more than a billion people registered on its system, he said.
“It has also saved the government about $9 billion in fraud and wastage because by having that unique number you eliminate fakes and duplicates from your beneficiary and employee list,” Nilekani said at the event on the sidelines of the annual meeting of the International Monetary Fund (IMF) and the World Bank. 
“We have about half a billion people who have connected their ID directly to a bank account. The government has transferred about $12 billion into bank accounts electronically in real time to the world’s largest cash transfer system. There are many many things like that. I’m a big believer that if you build the right digital infrastructure then you can leapfrog,” Nilekani, the former chairman of Unique Identity Development Authority of India (UIDAI), said.
In the new world of data economy, identity authentication, frictionless payments, paperless transactions these are all very important layers of the new digital economy. That is what India has done, he said.
India is the only country in the world where a billion people can do completely paperless, cashless transactions on their mobile phones using this infrastructure which dramatically reduces costs.

“Once you bring cost down, automatically inclusion happens,” Nilekani said, adding that there is a fundamental strategic way of looking at it.
Now it is very clear that date is where the action is, he said. 
The infrastructure that India has created enables every individual to use his or her data for their advancement, which is fundamental. Herein an individual used data for their personal advancement, Nilekani said.
“There is a fundamental inversion happening of the way we think of data, which is unique,” he said, adding that this has a lot of implications for the bank and people in public policy who have to look at what’s the new rules of the game in the economy.
Responding to a question, Nilekani said the World Bank has really done a great job in internalising the concept of digital ID. A high-level panel having representation from about 15-20 countries met at the bank yesterday to have discussions on it.
When one has this digital ID, one can authenticate oneself through a system and get the own data out, he said.
Noting that in India the Supreme Court has declared privacy as a fundamental right, he said the apex court has also laid down a framework that even when the government need to achieve a state objective then they can circumscribe some of those privacies.
“It says for national security, for prevention of crime, protection of revenue, or for social welfare,” Nilekani said. 

But the court said, every time the government circumscribes the privacy, it has to be a law, it has to be reasonable and it must be proportional. Nilekani said that the question of how data use can address inequality has not been discussed enough.
“When the internet happened in the West in the last 15 years… the West was economically rich before they became data rich,” he said. But in developing countries people have become data rich before they become economically rich, Nilekani said.
“So in a society where per capita income is $1500 and you are data rich, the business model is how do we create an architecture where individuals and businesses are able to trade in their data to improve their lives. That is the heart of the question.
“If I as a consumer can use my data to get better loans, better education, better jobs and better skills, and if we can get a billion people to get access to that they will use data as the ladder to improve their lives,” he added.

UIDAI adds dynamic OTP to its mAadhaar app; here’s how to access it

The new feature will help users to authenticate without having to wait for the OTP.

The Unique Identification Authority of India (UIDAI), an agency that administers Aadhaar, has introduced a new feature in its mAadhaar app. Called time-based one-time password (TOTP), the feature will help to ease the authentication using the app. The feature will do away with the need to wait for the OTP to arrive, especially in slow network areas where most transactions fail due to delay in receiving the OTP.
“TOTP has been configured in the Self Service Update Portal (SSUP) and eAadhaar download,” Ajay Bhushan Pandey, CEO, UIDAI told ET. “In future, all OTP based Aadhaar authentication applications will be migrated to TOTP based Aadhaar authentication,” he added. For those unaware, the dynamic OTP is an 8-digit number that is generated as an OTP within the app using some algorithm, and it keeps changing in every 30 seconds. 
The TOTP is unique for every user, and the only requirement is that the user’s smartphone should be in sync with the Indian time-zone. Pandey further added saying “TOTP addresses OTP related shortcomings like residents dependency on mobile network for SMS delivery, etc.” 

Here’s where you can find the dynamic OTP in mAadhaar app

Since its launch in July this year, the mAadhaar app has been downloaded over one million times. After downloading the app on your Android smartphone, you’ll first have to create a profile password. In the next step, you’ll have to import your Aadhaar details – enter the 12-digit Aadhaar number, and authenticate using the OTP that you get via a text message. 
You can tap on the three dots on the top right, and enable biometric settings that will let you lock your Aadhaar to avoid misuse. And when you need to authenticate, simply unlock the biometric lock, which will be valid for 10 minutes.

Now, to access TOTP, open the app, punch in your profile password. You will see your Aadhaar details here, followed by a lock icon on the right corner. Tap on it, and once again confirm the profile password to unlock it. On the bottom of the home screen, tap on the bell icon saying ‘show TOTP.’ It will open a new screen showing you the TOTP. 
You can download the mAadhaar app on your smartphone and login using your registered mobile number. This also does away the need of carrying a physical copy of Aadhaar card. What’s more, starting September 8, Indian Railways now accepts mAadhaar as one of the valid identity proofs for your rail travel.

BSNL ties up with Lava, Micromax to offer smartphones at low cost

Bharat Sanchar Nigam Limited (BSNL) has tied up with device-makers Lava and Micromax to offer mobile handsets at low cost to its customers with bundled offers, a senior official said today.
“BSNL has tied up with Micromax and Lava to provide instruments to BSNL customers at low cost. We are coming out with bundled offers on the handsets manufactured by Micromax and Lava with BSNL SIMs…the cost details are being worked out,” BSNL’s Hyderabad Telecom District (HTD) Principal General Manager K Ramchand told reporters here.
He said six rural exchanges are commissioned with Wi-Fi in Hyderabad Telecom District and another 112 rural exchanges will be covered by December end this year. On BSNL’s latest ‘Plan 429′, which was launched recently, that provides unlimited voice and 1GB data per day for 90 days for prepaid mobile services for Rs 429, he said since its launch there have been more than 3.5 lakh connections under Andhra Pradesh and Telangana Circles.
On linking of Aadhaar with mobile numbers, the BSNL official said a total 68,000 have already been linked in HTD.

Baby girl gets Aadhaar number within 6 minutes of birth

Bhavna Santosh Jadhav is just a few minutes old, but she already has in place her vital identity proof – the Aadhaar number. The girl’s parents enrolled for her Aadhaar number, which they received in just six minutes after her birth today, in one of the rare cases of getting the vital identity proof within minutes of being born. The child was born at the Osmanabad district women’s hospital at 12.03PM on Sunday.
At 12.09PM, her parents got her online birth certificate, and the Aadhaar number from the Unique Identification Authority of India (UIDAI), district collector Radhakrushna Game said. “Its a proud moment for Osmanabad. We will soon register all children for Aadhaar and link them with their parents Aadhaar cards,” he said. 
The newborn and her mother were doing fine, the hospitals civil surgeon, Dr Eknath Male, said. Around 1,300 children born at the Osmanabad district women hospital in the last one year have got their Aadhaar numbers, he claimed.

Driving licences to soon be linked with Aadhaar

In a bid to check the menace of multiple driving licences being issued to individuals, the central government will soon introduce linking of Aadhaar with driving licences, Union Minister Ravi Shankar Prasad said. The Minister for Electronics and Information Technology said that after linking PAN with Aadhaar, the government would now link Aadhaar with driving licences.
Speaking at the “Haryana Digital Summit-2017″, Prasad said, “I have already had a word with Union Minister for Road Transport and Highways Nitin Gadkari in this regard and the process to link Aadhaar with driving licences would be set in motion soon. Aadhaar is a safe and secure tool for good governance and empowerment.”
“Aadhaar represents digital identity, not physical identity, and that digital identity confirms physical identity. The purpose of linking PAN with Aadhaar is to stop money laundering,” he said.
The Summit was organized by the Haryana government with a view to bringing together industry experts, visionaries, thought leaders, policy makers, academicians and co-operative heads on a single platform. Chief Minister Manohar Lal Khattar and Urban Local Bodies Minister Kavita Jain were also present at the Summit. Prasad said he was proud of the Indian IT industry, which had held high the Indian flag in 200 cities of 80 countries across the globe.
While reiterating the commitment of the central government towards providing affordable and inclusive technology to the people, he said the concept of Digital India would help create an inclusive society. About 30 lakh people are directly working in IT companies across the country, out of which a third are women.
“Digital India is a means to bring a smile on the faces of the poor and common people. The central government has opened 30 crore accounts under the Jan Dhan Yojna, and these have been linked with Aadhaar during the last one-and-half years. The beneficiaries are now getting subsidy under various schemes directly in their bank accounts.”
Besides, 455 mandis across the country have so far been linked with eNAM, the online trading portal for farmers. As many as eight crore soil health cards have been issued to the farmers in the country with digital profile of their crops. ”India’s digital economy is growing fast, and by 2020 it is expected to provide job opportunities to 50-70 lakh youths,” he said.
While lauding the efforts of the Haryana government led by Chief Minister Khattar, Prasad said that with the launch of Cyber Security Policy (on Friday), the state had become the first state in the country to implement this policy. ”Haryana has the potential to become an electronics and mobile manufacturing hub,” he said, adding that with the setting up of Atal Seva Kendras in the state, Haryana had taken a lead in the country in terms of technological advancement.
Assuring all support of his ministry to the Haryana government for bringing about a digital revolution in the state, he urged the entrepreneurs present at the Summit to adopt 20-30 villages having the facility of optical fibre network to provide Wi-Fi facility there and help in digital transformation of villages.
Speaking on the occasion, Khattar urged the Union Minister to provide assistance for connecting all the 6,500 villages of the state with Wi-Fi facility. ”I would also urge Prime Minister Narendra Modi to provide a special package to Haryana for this purpose. Wi-fi facility is being provided in about 100 villages in the first phase but optical fibre network has been laid out in almost all villages of the state,” he added.
Describing Digital India as a dream of the Prime Minister, Narendra Modi, Khattar said they had set a target to provide digital literacy to 12 lakh people in the state. ”Under ‘Saral Scheme’, a unified platform will be prepared for the delivery and tracking of more than 380 government schemes and services. From Friday onwards, the people will be able to track over 130 schemes through website or SMS from the comfort of home,” he said.
